This session would include a presentation of RUSI’s Occasional Paper, accompanied by a complementary presentation by Kim Gianopoulos the US Government Accountability Office’s (GAO) 2019 report ‘Counternarcotics: Treasury Reports Some Results from Designating Drug Kingpins, but Should Improve Information on Agencies’ Expenditures’. The additional discussant would be Amanda Kadlec, formerly a member of the UN Security Council’s expert panel for Libya. The session would be moderated by Tom Keatinge, Director of the Centre for Financial Crime & Security Studies at RUSI.
