Lawyer and researcher in the areas of Political Science, Public Policy and Criminal Justice, focusing on judicial institutions, organized crime, anti-corruption policies and the diffusion of public policies in the context of the Global South. He holds a PhD in Public Policy from the Federal University of Rio Grande do Sul (UFRGS), with a research internship (doctorate-sandwich) at the University at Albany State University of New York (USA), under the supervision of Professor Dr. Matthew C. Ingram. His doctoral thesis, entitled The Politics of Prosecutors' Policies, analyzed the diffusion of specialized groups to combat organized crime (Gaeco) among Brazilian state Public Prosecutors' Offices, based on models of institutional learning, emulation between bureaucracies and subnational political competition. He holds a Master's degree in Public Policy from UFRGS and a Bachelor's degree in Law (Centro Universitário Ritter dos Reis UniRitter) and in Public Policy (UFRGS). He works as a professor in the specialization course in Intelligence Policies for Combating Organized Crime (UFRGS) and as a researcher at the Center for Studies in Rights, Development, Institutions and Public Policies (NEDIPP-UFRGS). He has experience in empirical research with mixed methods, including panel data analysis, content analysis and qualitative interviews, with an emphasis on institutional analysis and the role of judicial bureaucracies in the design and implementation of public policies. He has published articles in journals such as DADOS, Política Sociedade and Revista de Administração Pública, as well as book chapters and papers presented at international conferences, such as IPSA, LASA, IPPA and "The 24-Hour Conference on Global Organized Crime". He is co-author of the book "Diffusion of Anti-Corruption Judicial Policies: Specialized Courts in Money Laundering and Organized Crime in Brazil" (Edições 70, 2024), the result of comparative research on judicial specialization in combating corruption and organized crime. His research agenda continues to focus on the themes developed during his doctorate, with a focus on comparative analysis of Public Prosecutors' Offices, institutional specialization in the criminal justice system, and mechanisms for transferring and disseminating policies to combat organized crime, with special attention to Latin America and Asia. He participates in international research networks and conferences, such as IPSA, LASA, IPPA, ALACIP, and "The 24-Hour Conference on Global Organized Crime".
