About this speaker

David Fleming leads Itad’s work on monitoring, evaluation and learning (MEL) in fragile and conflict-affected environments. He has 15 years of experience in supporting governments and multilateral agencies to make evidence-informed decisions about how to deliver the greatest impact in conflict and crisis settings. He is experienced in designing, conducting and leading evaluations of programmes and strategies focused on conflict prevention, peacebuilding, preventing violent extremism, serious and organised crime, humanitarian assistance and refugee protection.

David leads Itad’s work with the UK CSSF (Conflict, Stability and Security Fund). Over the last eight years he has established and led two regional evidence and learning units for CSSF across 15 countries in Eastern and North Africa, helping to measure the effect of a whole-of-government approach to tackling conflict and instability overseas. He is also currently Project Director and Evaluation Lead for Itad's MERL support to the Home Office's Global Serious and Organised Crime portfolio. He has also directed a number of evaluations of global efforts to improve the quality and effectiveness of support to tackling complex humanitarian emergencies, including an award-winning global evaluation of the coverage and quality of UNICEF's humanitarian response.
