Catherine is a security, conflict and rule of law specialist with over 20 years’ experience, including 12 years as a monitoring, evaluation and learning (MEL) adviser. Her areas of thematic expertise include counterterrorism, serious organized crime, rule of law and access to justice, security and justice sector development, and community security. Catherine works with NGOs, governments and the private sector, supporting the design of programmes and monitoring systems, facilitating learning and strategic planning, and leading evaluations.
